BS15000 consists of two parts: BS15000-1 and BS15000-2:
This is a 'Specification for Service management', which according to BSI themselves, "defines the requirements for an organization to deliver managed services of an acceptable quality for its customers".
This is a 'Code of Practice'which describes "the best practices of service managment processes" (again, BSI). Further, it "represents an industry consensus on quality standards for IT service management processes". It offers guidance to auditors, as well as assistance to those organizations planning service improvements (or perhaps those planning to be audited against the first part of the standard).
ISO9001:2000, BS15000 are very closely related, both dealing with a Top-Down management commitment. ITIL therefore looks at the IT service element with a Bottom-Up approach. All these should therefore complement each other, however, the difficulties will always remain with middle management buy-in.
Note: BS15000 has now been published as an ISO standard: ISO 20000.
