The Office Of Government Commerce - OGC
Officially, the OGC works with the UK government to "improve procurement and project/programme management". It is an independent Office of the Treasury, reporting directly to the Chief Secretary.

The OGC, however, actually owns ITIL, and the ITIL publications are "Crown Copyright" (which incidentally, does NOT make them public domain).
